Not a bad idea at all, I know that there are now homemade (from a standard deck of playing cards) versions floating around the cell hall. Altered cards are by definition contraband, but I feel good that this is where some of their creative and idle time is going.

Get Loveletter Batman then, a slightly better version but much better as you have great Batman character art on the cards - so cheap buy a couple of copies (as someone suggested above).

Risk Express (seems to be oop now though)
Battleship Express (simple but probably fun enough for those stuck inside).
Bang the Dice Game - trying to kill the Sheriff, may get banned by the authorities
Card games could include:
Game of Thrones: Hand of the King or maybe even the more advanced Game of Thrones LCG 2E for a TV franchise hook for them.
Bang
Fluxx - plenty of versions, perhaps Batman or Zombie.
DC Comics Deck Building Game, I have the Heroes unite edition and it is fun but they all play well with multiple players.
WWE Superstar Showdown by Galeforce 9, I'll eat my cap if that doesn't go down well inside !
Family Business, gangsters - enuf said.
Formula Motor Racing, a fairly unkown Knizia race game, lots of fun.
Board games, how about:
Homeland, a bit of CIA and terrorists traitor game good for 4 - 6 players.
Betrayal at House on the Hill, no D6s just D2s
Cosmic Encounter (higher outlay)
D&D Castle Ravenloft and others in the series, just a D20.
Doom (if the specialist dice are acceptable)

We just need to teach them that when the round is finished the card you are left holding is who escaped !

Thanks for the suggestions, In your experience how fast does the WWE game play? Does it contain dice. I do not see it listed on GF9 website.
6 sided dice are the big issues- I have a game with d10s and offenders are allowed polyhedral dice sets (minus the D6) as 'religious items'. I kind you not, the are put down as 'divination cubes' as a allowable religious item.
The other issue is theft, so the more pieces there are in a game the more counting of said pieces I need to do to check for theft. (limits things like Castle Ravenloft)
