Yes, even thought that rule was in bold, we missed that it seems. That makes it a little bit different I think, but there are still enough cards to mess with folks.
I realize that I shouldn't have built my city near the front and instead built a buffer around it.
Almost everyhing to do is on the help Card. Even I, a sipleton and rules mangler can easly explain all the rules within 5 minutes. BTW I played this game with the 'wrong' people. I still loved the game but it kinda sucks when you put out every single terroist on the board...

We played this again this weekend and again, I had a blast. The rule about terrorists only being able to attack similar sized settlements helped immensely as people were able to keep cities on the board much longer. Also, at some point in the game, I realized that I could take terrorists out of the pool by buying them myself. And what was even more amazing is that the designers took that into consideration by creating a card to counter that very thing.
