You can find the new rule book at the above link. Nothing too crazy. The big stuff is to encourage less static, defensive play. The bigger change comes in card updates. Most of these are for balancing or simplification and clarification purposes, but entire mechanics like die removal and recursion were eliminated.
If it’s just a kitchen table game, you’re probably fine as is. There’s also an upgrade kit (30USD?) with all changed cards, if you want to go that direction.

For all Thwillbillies in Europe, Twilight Imperium third (sometimes with expansion/s) has been popping up at least once a week on German ebay, it usually goes for under 40 Euros. This has been going on since March.

I’m sure you’ve seen elsewhere that Target has games on clearance prices to get rid of excess stock.

Yes, in store. I think it is different for each store. There were clearance stickers on them and supposedly the longer you wait, the greater the price drop. The copy I bought had a sticker for $20 and then another for $12. The Target I went to doesn’t have the greatest selection, I may try to visit a different one tomorrow.

I grabbed Downforce for $12 a week ago. Almost grabbed Pan Am too but talked myself down. They had a bunch of other stuff on clearance as well.

Don't forget to use brickseek.com to check inventory at Target before you drive all over town.
Edit: Although, looking at the site just now, it doesn't seem nearly as helpful as it used to be. It no longer displays the number in inventory.

I used to own Omen and, while I recognize that it was a good game, it is pretty much the meanest dueling card game I've ever played. Kinda informed my opinion on whether I should buy Mezo, which has a reputation for being an incredibly mean area control game.
