You're very right about Heroscape being a game where usually one player buys everything. I think it's mainly due to the game avoiding distinct battle lines to encourage mixing troops in whatever fashion, thus meaning your army isn't "complete" unless you have every possible option.
I think the first company who makes pre-paints with snap-on pieces allowing you to customize your fig will make a killing. Lego should enter the market.

So, pre-paints are appealing, but unless y'all are buying the game (which is doubtful), it isn't appealing enough....

I'm a lazy bastard when it comes to painting. Every so often, I get the hair up my ass to paint. Nowadays, I just lie down until the feeling passes.
