I like it. It invokes heavy prayers to the RNGesus because not only do you depend on dice to hit, but you also depend on them to activate whatever special abilities you have (side note: I'm referencing this after many years of experience with GW's miniature games, where abilities were basically built in and you just had to worry about rolling 4s or better, for the most part.) On top of that, you're depending on the right command cards to come into your hand in order to move your forces effectively.
OTOH, there are so many types of command cards that not only do you often have a good set of options, it forces you to adapt to circumstances, which is a tenet of most wargames (and actual command) and works well here. It also keeps the game from becoming stale, since even replaying the same two scenarios will deviate based on how you're able to move and when.
There's a really interesting contrast between the units. With only a 1 in 6 chance of hitting with ranged attacks, the ability of Yeoman Archers to shoot twice (or 3x with Darken the Skies) on any turn they didn't move is obviously useful. OTOH, the fact that Viper Legion have a 1 in 6 chance of hitting AND a 1 in 6 chance to poison which then effectively gives them a 1 in 3 chance on any die to damage (since Lore symbols can then be used to do damage) and also enhances the attacks of other units means a lot of RSG (Random Symbol Generation?) but can turn in some surprising attacks. By the same token, the Citadel Guard are more reliable, but the Blood Harvesters can do some amazing damage, so I think both armies are playing to their overall theme pretty well. More plays will certainly tell the tale.

I'm excited for BattleLore, but then I think to my recent struggles to get 2-player games to the table and all that I already have sitting unloved. It sounds like the perfect implementation for me and what I want from the C&C system.

- cheaper
- Warhammer > Terrinoth
- can go higher than 2 players

yeah, once you get on the expansion treadmill, diskwars will be faster and cheaper.
