CDC had that covid test fiasco right at the start. Then like you said, "reading between the lines". IMO the CDCs job in offering pandemic advice is to be as unambiguous as possible, not to force people to play Kremlinology with their pronouncements. And just within the past couple of weeks the CDC advice has gone from, "Everyone should wear a mask outside at all times," to, "Fuck it, go nuts, lick a doorknob, whatever."
