"Combo creator" may be the best Lehmann label that I've ever heard. We played Race for a few years and I could see some of the magic behind it but I eventually realized that it was multiplayer solitaire. We spent entire sessions issuing only monosyllabic grunts to each other about drawing new cards until we got to the end and compared scores. Technically, it's an "engine builder" but you're right in that it's (and this version) are more like "combo creators" and I LOATHE combo decks in games like MTG and Hearthstone. That's probably why I eventually traded my full set of Race and have never looked back.
