Edit: I thought it kinda tries to do aspects/stunts like Fate with some more resource management type stuff from dungeon crawlers. For me, it was not a happy medium.

I thought it had some cool ideas that kind of fell flat in play (the Cyphers themselves were basically just renamed scrolls/potions that pretend they are different and cooler). If I played again, I would probably run the setting with Fate (if I wanted to focus on narrative with a bit of crunch) or Savage Worlds (if I wanted lots of combat).

The setting screams GAMMA WORLD to me, with new rules. As for the rules, it seems that the GM takes a backseat to the players (players do nearly all the rolls. Seriously) and the system isn't terribly complex. I like the setting and would run the game before passing judgment.
