This is being run for teenagers, and those are tropes they mentioned they would like to see. I am thinking maybe Deadlands Reloaded so I can use the quirks in Savage World. I thought maybe Spire for the cyberpunk and revolution aspects of the game. But I am open to suggestions. LGBT themes would be a bonus. I know of Avery Adler's stuff, but I won't run monster hearts as it has sexually explicit content, and these are kids of family friends. And Dream Askew is something to free form for what they are looking for.

The Rippers setting for Savage Worlds hits some of what you are looking for. Industrial revolution, mad science, etc. There isn't necessarily LGBT+ theming, but the DM can easily add that to the game.
