Someone had hidden the Emperor's dogs. It was an outrage. The Emperor suspected their cabinet ministers who strenuously, but politely, denied the accusations and pointed their fingers at their counterparts. They eagerly offered to help the Emperor find their dogs, but they clearly had something to hide. When the Emperor was convinced that they could hear a dog behind one of the closed doors leading to one of the ministers' private chamber, that minister would quickly lead the Emperor away to another minister's door. The Emperor got dizzy, but eventually, one of the dogs was found in the room of minister Dokojong by Oink Games.

a) the leader's dog is found. The leader flips a penalty chip (if they have flipped three they are eliminated), reshuffles and resets their tiles. The accuser gets to reveal any one of their tiles with an X. This is a reward for a correct accusation, since having three revealed X tiles earns you a victory chip (and a reshuffle and reset).
b) the leader's dog is not found. The leader reveals the tile which was accused to be an X and leaves it revealed (this is their reward for being falsely accused). The accuser gets NO penalty nor reward for the wrong guess.
Hence there is little incentive to purposely make a wrong accusation since you would be helping the leader to win, by giving them the opportunity to reveal an additional X tile. I do admit this game is still fairly random, and relies on guessing more than deduction, but maybe this clarification can improve the game for you? Best regards!
