They've made very clear that that is NOT what this is: this is going to be brand new cards specifically designed to be WH40K and Lord of the Rings.

That seems very unlikely (the idea of the Commander Rules Committee banning these cards), as they've already set a precedent by NOT banning the Walking Dead cards despite a lot of folks demanding that they do so.
